Center Position  - no movement
 000 :  40

turn right:
+001 : 01
+002 : 02
...
+127 : 3F

x: channel (see parameter 1),

nn: NRPN-Adress MSB fixed to '00'
NN: NRPN-Adress LSB   (see parameter 3)
VV value from Dial in 7Bit signed bit format

( NRPN 00 3F  - on channel 15 turn rotary encoder right direction with value 03 )

(*) This format is only a suggestion to implement a IncDec-Controller with multiple destinations (more than 128 for one midichannel). It's not officially supported by the midi association.

Parameter 3  ( NN )

Meaning of
NRPN (non registered parameters) depends on each manufacturer.
We suggest to use the same NRPN as for absolut controllers...
